Vācijas konservatīvais līderis Frīdrihs Mercs ir panācis milzīgu finanšu paketi, lai atjaunotu aizsardzību un infrastruktūru, pirms nākamajā otrdienā gaidāmā balsojuma parlamentā.
Mercs, kura mērķis ir turpmākajās nedēļās vadīt valdību kopā ar sociāldemokrātiem, steidzas panākt lielu tēriņu palielināšanu aizsardzībai un buksējošajai infrastruktūrai.
Pēc uzvaras vēlēšanās pagājušajā mēnesī viņš sacīja, ka viņa absolūtā prioritāte ir stiprināt Eiropu, jo prezidents Donalds Tramps šķiet vienaldzīgs pret tās likteni.
Pēc 10 stundu ilgām sarunām ar zaļajiem viņš sacīja, ka vienošanās raidīja skaidru vēstījumu viņa valsts sabiedrotajiem: “Vācija ir atgriezusies.”
Viņš piebilda: “Vācija sniedz savu lielāko ieguldījumu brīvības un miera aizsardzībā Eiropā.”
Mercs, kurš, domājams, kļūs par nākamo Vācijas kancleri, cenšas panākt, lai parādsaistības un izdevumu reformas tiktu īstenotas aizejošajā parlamentā, pirms jaunievēlētie deputāti 25. martā varēs ieņemt vietas Bundestāgā.
Galēji labējā partija Alternatīva Vācijai (AfD) dubultoja savu deputātu skaitu vēlēšanās un var apdraudēt Merca tēriņu spiedienu. Pret reformām iebilst arī Kreisā partija.
Saskaņā ar Vācijas konstitūciju Mercam nepieciešams divu trešdaļu vairākums, lai izmaiņas pieņemtu. Ar zaļo un sociāldemokrātu atbalstu viņam vajadzētu gūt panākumus.
Gan AfD, gan kreiso spēku steidzamie ierosinājumi apstrīdēt Merca lēmumu, aizejošā parlamenta sesijā piektdien cieta neveiksmi konstitucionālajā tiesā, un tas ļāva turpināt balsošanu.
Konservatīvo kristīgo demokrātu līderis sacīja, ka trīs partiju plāns, par kuru vienojās viņa partija, iesaistītie sociāldemokrāti un zaļie saistās ar lielu tēriņu pieaugumu aizsardzībai, civilajai aizsardzībai un izlūkošanai — izdevumi, kas pārsniedz 1% no IKP (ekonomiskā izlaide), ir atbrīvoti no parādu ierobežojumiem
Gaidāms arī īpašs 500 miljardu eiro infrastruktūras fonds papildu investīcijām 10 gadu laikā, tostarp 100 miljardu eiro, lai segtu klimata aizsardzības iniciatīvas. Vācijas 16 federālās zemes drīkstēs aizņemties līdz 0,35% no IKP virs parāda limita.
Aizsardzības plāni ļauj arī atbrīvot no tā dēvētās parādu bremzes izdevumus palīdzības sniegšanai valstīm, kurām “uzbrukts, pārkāpjot starptautiskās tiesības”. Tas ļautu aizejošajam kancleram Olafam Šolcam jau nākamnedēļ atbrīvot Ukrainai 3 miljardus eiro.
Vācijas pēdējā valdība sabruka 2024. gada beigās, jo 2009. gada finanšu krīzes laikā kancleres Angelas Merkeles valdība ieviesa nesaskaņas par parādu ierobežojumu atvieglošanu.
Tas nozīmēja, ka valdība nevarēja aizņemties vairāk par 0,35% no Vācijas bruto ekonomiskās produkcijas, savukārt valsts dzelzceļu un tiltu infrastruktūra čīkstēja no gadiem ilgušajiem nepietiekamajiem ieguldījumiem, un ministri mēģināja palielināt militāros izdevumus.
Sociāldemokrātu priekšsēdētājs Larss Klingbeils sacīja, ka piektdienas vienošanās Vācijai raidīja “vēsturisku signālu”, kas padarīs valsti stiprāku un “stiprinās arī Vācijas lomu Eiropā”.
AfD līdere Alise Veidela bija mazāk pārsteigta, un apsūdzēja Mercu konstitūcijas sagrozīšanā un nākamo paaudžu uzkraušanu ar “gigantisko nastu”.
